On top of instituting early voting this year, Gov. Andrew Cuomo and the Legislature passed another, less-noticed election “reform” that, in practice, is mainly a giveaway to public employees.

It’s a mandate that employers give workers three hours off, with pay, to vote on Election Day as long as he or she makes the request at least two days ahead — even if the employee has ample time to vote outside working hours.

Which, barring extreme circumstances, early voting guarantees that every New Yorker already has.

Of course, the workers most likely to demand the three hours are public employees, whose unions are guaranteed to flag the “bonus” as they urge members to vote for the union’s endorsed candidates.

It gets worse: As The Post reported Monday, the Long Island Rail Road offered four extra hours’ pay to employees who didn’t demand the three-hour break. That may have been wise: The LIRR wanted to ensure it wasn’t short-staffed during rush hour, potentially forcing it to cancel trains.

But, at best, it’s a necessary move to deal with a ridiculous law. Next time the Legislature’s in session, repeal of this one ought to be high on the list of no-brainers.
